Actually they are a requirement. One that was set up to suck us dry. Federal and state used to invest in education. Then men in suits saw what a goldmine in was.
Grants dry up? Try our reasonable (subprime mortgage cough cough) loans! Now that tuition has gone from $3,000 to $40,000 a year, it’s mandatory! :D
