There is this thing called driving too fast for conditions. Rain storms on the I-95 can get so bad that you can't even see the lane dividers, I would know I drive it every day. Even going the speed limit in a bad rainstorm on the I-95 is a bad idea.

Virginia native here. If you live here, you need a radar detector. Illegal or not, they will pay for themselves and any tickets you might get for having it will be a mute point. They are definitely worth it.
