Not that I am taking sides here but just to play the Devils Advocate, If we agree to legalize drug we will be also "legalizing" the Drug Lords fortunes. Is it moral to do allow people that have been profiting by selling merchandise that is a health hazard?

They aren't only keyloggers. Some of this tracking tools are embedded in the OS of the machine and can be only deactivated with admin rights, not all companies allow their users to customise their OS, and some of them are very strict. I would believe CISCO is strict on their Security Policies.
