Good CAS will get shot at. A plane at 20,00 feet is doing precision bombing which we can do with much cheaper artillery.
AC-130 is even more vulnerable than the A-10, the helicopters lack speed, loiter, and payload not to mention the whole automated killing can of worms.

The fast movers were almost immediately retasked from CAS (were everyone shoots at you) to strategic strikes (where you have maybe one SA-6 that was blown up on day 2). You can use the cannon much closer to your own forces than any explosive munition with less risk. Its used on a regular basis as a matter of fact due to having a smaller risk estimate distance.
They have far less time to identify their target if they try to operate from the same altitude and at 20,000 feet they will have a helluva time identifying a target even with targeting pods.
A-10 can operate from the same airfield with greater payload and speed, allowing them to reach targets before either Apaches or Fighters. What the B1s is only CAS by the loosest definition.
“Soda Straw” view is a tad bit of an issue for fast movers. Compared to helicopters they’re a pain to talk on to your location or the targets location.
No getting around that dilemma if your goal is to reduce emissions.
