Another way to get a fix would be to mandate a stop sale of ALL new VWs in the US, effectively revoke their ability to do new business until the issue is rectified. The US market is worth way too much money for them to honestly pull out of the country as a whole.

Uh, VW does. In fact a car will kick out of the CPO application process as rejected if there are any open recalls on the VIN. You have to complete the open recalls, wait a couple days, THEN you can put in for the CPO process.
