Yeah, I mean... look at the clone troopers, who are basically stormtroopers... they had different helmets, and they were 30 years before the original trilogy or so, roughly, actually closer to 20.

Shit in real life the DoD spent billions mucking around with new uniforms, new kevlar helmets, new body armor, new vehicles, new rifles; none of which ever saw active deployment, and that's just in the past 10 years and without a "wartime" economy. Dude, we spent BILLIONS of dollars on camo that didn't even work. In real life. For sure a galactic empire would do the same. Does it make sense? No. Would it totally happen? Absolutely!
