You're right, I'm British and cats being left outdoors is the norm. I'm not sure that indoor-only would be considered "strange" though, both seem to be accepted. That said, we have more than our fair share of busy-bodies and neighbourhood watches here, so this could very well be the result of interfering do-gooders.
