They break them up into groups of two, not individual.  I think it’s more that two people talk less and work more than a group of five.  

We do withholdings (same idea), but lobbying from the big tax prep companies means that we get to pay someone at the end of the year to figure out how far off those withholdings were.

Staff at the gym I frequent has started breaking up large groups, it’s been a huge help. It’s super frustrating to see five guys standing around a machine or bench talking about whatever while none of them actually do anything.
