NFL actually has no say in it. At least not if the owners are willing to do it without the NFL’s blessing. No legal way to stop a team moving.

You better look into it deeper. They are immune under some of the antitrust laws, not all. One of the ones they are not immune to is the restrictions of teams. Al Davis’ case a few years ago makes that pretty clear.

The NFL has no real say in the moving of a team. They can’t block an owner from moving their team, it is illegal.
