It's quite logical to assume that the Avatar State requires some basic level of spiritual aptitude, a level which Korra had yet to reach as of Episode 4.

I think Amon's spirit is much stronger than Korra's personal spirit, but it's still a drop in the bucket compared to the collective spiritual might of the Avatar.
