Bullying Tarrlok probably makes a good deal more sense than launching a frontal assault on the jail, as the Metalbender police would no doubt have Korra's friends under high security, and the metalbenders are a truly formidable foe.

Having rewatched the episode, I am now 100% on board with the idea mentioned by the tumblr post linked earlier that somebody (possibly Katara) is bloodbending Yakone in the flashback scene when his eyes widen. The distinctive fleshy rippling sound of bloodbending is present as his eyes shoot open.
