I'm 50/50 on the belief that Britain allowed its empire to fade so that Germany wouldn't have an incentive to do it again, just for shits and giggles.

It's not just the holodeck.  It's the (SPOILERS) time travel episodes, the flashback episodes, the Trill episodes…all allow the actors to behave differently while being far better written (though still not perfect, admittedly).
