There are several fairly strong reasons the two games feel so different (sorry for the essay):
Dawn of War 3 is so painfully average that it has no identity whatsoever: very little in the way of cover mechanics, the buildings barely have any reason to exist, and the campaign is boring mechanically AND plotwise.
The scythe did actually give rise to quite a few weapons, since the hook proved useful for grabbing people and cutting them all to hell.
