I'm 45 and to my recollection, I never heard 'it is what it is' used as a casual meme until the mid-aughts. The phrase certainly existed before then (Deniro's 'Jimmy Conaway' in 'Goodfellas' telling Henry that comes to mind) but VERY rarely was it used as far as I can remember.
