The myth of events as revenue generators is just that, a myth. Restaurants make money, hotels make money, and everyone else deals with the pandemonium and sees very little revenue increase during the event.

Exactly this. My company is subject to federal DOT testing rules, so basically everyone is subject to those rules, regardless of the state they live in. Executives should be subject to the same drug testing requirements (then they might change).
