That's where we'll have to disagree. Adventure games and RPGs have shown that a lot can be done with NPCs in a setting to make it feel interactive and alive. I understand that Bioshock Infinite is more of a shooter but I definitely feel it could've benefitted from adopting some ideas from other genres.
