how about you give them a tax BREAK since they arent contributing to global warming by requiring smelting and factory operation to produce a brand new vehicle and are instead reusing one that has little to no environmental impact in comaprison to the creation of the new car you want them to have instead.
how about because the amount of pollution from that car is really negligible when compared to the amount of pollution generated by the manufacrture of the ten new cars that the average person will buy in the same time frame as the person owning the old car since it was new.

to push the water out to the sprinkler/irrigation system one would use a pump most likely on a timer system which could be as simple as one of those on/off timers people use for lights that goes between the pump cord and outlet or as fancy as a multi-zone sprinkler controller that will turn the pump on and off for you…
