Well, I've only played Hearts of Stone, but they can be tackled pretty much any time after you make it to Novigrad. They're fairly high level quests, though, so you'll probably want to do them towards the second half of the game.

Well, the Mad King was always enamored with Tywin’s wife, and in the books Tyrion’s hair is much fairer; almost white. And he has one purple eye, which if I’m not mistaken is a Targaryan characteristic. If he were the Mad King’s bastard with Tywin’s wife (whom Tywin supposedly genuinely loved) then it would help
