No, he's not. He's playing the older version of the guy in the car in the first scene. Mike Mageau.

And if you look at him side by side with the younger actor who played Mageau (the Zodiac survivor) in the first scene (nice bookending!), the casting was impeccable. Simpson IS that guy, older and much more damaged and f***ed up.
