Yeah, that is pretty stupid. I mean, they did keep Whitehall in a private prison (which was a fate only reserved for the Deputy Fuhrer in real life), but those two together? With pens and paper to communicate? Yeah, that's just something stupid we'd have to accept.
One thing that worries me about Captain America 3 being Civil War is that he probably can't fit in there.
I imagine Leviathan was bigger than him, and his superiors were happy with his plan as it involved killing half of the people in New York City.

I would must rather have the natural storyline flow that the movies are giving with Iron Man instead of forcing Hank Pym in there all of a sudden just to be closer to the comics. As would everyone who wants these movies to have good storytelling, I'd imagine
It's much better for them to change the story to fit the narrative they're telling rather than sticking with canon at the expense of the story, so I'm cool with this.
