The S2000 ran the F20C - 2.0 liter engine, and then the F22C - 2.2 liter in later incarnations. K24 is a different motor altogether. Though you may be right anyway; no K24 motor is listed higher than ~180 ft/lb of torque. Probably just fudged numbers on Ariel's part. *shrug*

Honestly, it depends on the cop. Here in AZ, DPS (highway cops) will ream you as hard as they can with no quarter. City police in Phoenix don't really seem to care. Smaller suburban forces are a toss up. I've gotten away with much more in front of a cop, and been hammered with criminal speeding for much less. *shrug*

On my evil two-wheeled death contraption, yes, absolutely. It's only 5 miles tops, but I've found a way to include two freeways, one awesome interchange-ramp, and a nice left turn into a curvy section.

Gotta hand it to you Wes, you do make it sound rather fun. However, for a weekend warrior like myself in Arizona, a good ride to the twisties and back is 300 miles minimum, with a lot of open road fast stuff in between. Liter bikes actually make sense here.
I used to ride this road 3x a week, probably back when this video was shot. I railed it, but NEVER in both lanes like this jackass was doing.
