Where I live you call the police if one of the vehicles is in an undriveable state. While it could be argued that’s the case here I don’t know what the rules are when the vehicle was undriveable before the collision.
Former 911 operator and California Highway Patrol dispatcher here. At least in California, if there are no injuries and the vehicles are movable (aka, they aren’t stuck in traffic) there is no need to call the police. Just exchange information and be on your way.
