A current $400 PC can outperform a console. Imagine what a $750 (which IMO is a decent budget) PC does. Now imagine what a $750 PC in 2016 can do vs the consoles.
Because you're sitting near a screen the movement is more noticeable, yes, but also because the PC uses a mouse, which makes your camera movements faster.

You're misinterpreting how visuals work. A camera can only take a certain amount of photos per second, say 5, but if you were to use a shutter time of 200 ms, all your photos would be blurry.
