The way I took that line from Patsy was that he was expressing sympathy for the very same "little guys" he and his crew were trying to take advantage of, putting his actions on a more justifiable level than that of the corporate sharks he was complaining about.

I agree with you, I think it was meant as a foreshadowing. Also, The Godfather II was Tony's favorite movie of the Godfather trilogy, but that scene he and AJ discussed was his favorite scene from the trilogy. Or at least his favorite scene from the first movie.
