I think she was cast because she's right for the role, just like everyone else in the MCU has been. Plus, she's the star of a Disney show, so that's hiring 1) a successful actress and 2) a known quantity for the company.

But most any actress can dye her hair red and pull it off. Kirsten Dunst, for instance.

She's half-Caucasian. I don't know too much about genetics and how it affects skin pigmentation when one parent's black & the other's white, but that might have something to do with it.
