Not true, one of the car magazines did a reverse test a few years ago and the Lincoln Town car I believe went like 50 or 60mph in reverse.

That sounds like a tornado siren. Air raid sirens were adapted after the war as tornado sirens. Pretty common to hear that here in Kansas. They test them every Monday at noon. During a storm it signals that we need to get the video camera out and go outside.
