I’d argue that people in that area are keenly aware already of how devastating heroin is; it’s unavoidable that you’d realize these consequences if you live there. I’m sorry but I disagree, we cannot consider overdose to be a “violent” death, otherwise all death can be considered violent and this will water down what violence actually is.
