Nope, it’s because China has an authoritarian government and hos no concept of free speech or individual liberties. That gives the government much, much more freedom to do what they want.

Where I live, winter begins in mid-October, and ends in early May, with temperatures rarely above -5ºC (14ºF) and often as low as -40ºC (-40ºF). Autonomous cars have a zero chance of survival.
