I can not tell from the text of the story if the author states that the vehicle is registered for use on public streets. The photo shows what appears to be a wiper (usually required to register a vehicle even if it does not have a windshield to wipe), with several inspection stickers.
If this guy has such disdain for operating a motor vehicle, he should not have his license suspended, he should have his license revoked. And the judge should tell him to ride the bus, where he can stretch out, prop his feet up, sleep, and relax to his heart’s content.
