It's like people who say they hate drama, yet are always fucking causing it.

There was an article on buzzfeed about the digiorno twitter after they live tweeted The Sound of Music—that's basically how I know any of this (and for interviewing for countless similar jobs). The agency I guess gave this person creative control to do whatever.

I don't know—I think that if you are working at an agency and you are managing a brand's twitter—you are not necessarily lower on the totem pole. It's a big creative agency that handles this brand and I doubt they'd like someone with zero to little experience handle it.
