On the Kickstarter it always stated that image was concept art explicitly (I work as a concept artist, we do not stamp “CONCEPT ART” on the work), also the actual campaign video even features a 3D model of No. 9 with a transforming arm.

The original Kickstarter video showed a demonstration of a 3D model of No. 9's arm transitioning into a weapon. All of the 2d imagery explicitly said “this is concept art” underneath of it, it was always going to be a 3D game.
