Or perhaps having the difficulty in the raid scale to how many players are present? Games have been doing those sorts of things for years. Bungie simply doesn't want to implement them.

No? What's baffling was the decision to add chance to a color-coded loot system. Games like Diablo II and WoW condition players to get excited about certain colors because those colors always result in legendary/epic/rare loot. Destiny conditioned players to not get excited about anything because those super-rare
