If you’re collecting information about the performance of your car while driving, you obviously need it plugged in while you’re driving. If all you need is to get the “check engine” code, yeah, don’t leave it plugged in.

The Bluetooth dongles also stay powered on when plugged in even after you turn the car off, I believe, drawing power from the car. Don’t leave it plugged in if the car is not in use for days, especially if your car battery is a little weak.
