I believe it is the experienced 20+ year olds, who have related degrees, cars (to drive/pick up/ drop off your kids), 10+ years of experience and references who usually make these better wages. This is equivalent to sticking with any other trade and working your way up in a company.

So many employees getting paid low to min. wages do not care enough about their jobs because said jobs are replaceable and so are the employees. Think of restaurant jobs, grocery clerks, mall employees. (Easy to start, easy to quit.) Would you really want to underpay someone you leave alone with your babies? Just
