I assumed that everyone was still suffering from traumatic lingering after-effects of the fear toxin cloud, so that now Batman truly lives on as a PTSD nightmare in the minds of anyone—mostly criminals—who were exposed. Now Batman really is nothing more than a legend, and an effective one at that.
