The argument I’d make is that this is kind of a positive feedback loop. Person has bad credit- can’t get a reasonable loan rate- gets charged an unfair rate- Falls behind on payments- gets car repossessed- Increases statistics of people with bad credit who default- car dealership/lender makes obscene profits.   

Exactly this, If there is better regulation they will sell the guy with bad credit a car at a higher interest rate, but not an unconscionable one. Used car dealers will still have to sell cars to people with bad credit. Additionally, they will still have the ability to repo these cars if the buyer defaults. I don’t…
