That’s the problem here. This man’s rock bottom involves shooting people in the forehead when he robs them, we know that many addicts relapse many times before getting sober, so this mans relapse potential will always involve him killing innocent people.  

Did you also consider the fact that this man may be a sociopath and is using his drug addiction as a way to get sympathy for the murders he has committed? Drug addiction really does need to be treated as a medical problem. I imagine a lot could be gained from diverting funds from incarceration to treatment and rehab.

Yep. Drug addiction is certainly an illness, not a moral failing, but you can tell by his letter that he is still in the addict mindset, blaming the drugs for his actions. Even when addicted to drugs people can still make the choice to reach out and get help, within the grip of addiction a person still has
