No, minor league baseball exists because there’s a talent pool of players, the vast majority of which will never get to the major leagues. Otherwise you’d be looking at the NFL. The affiliation is built on the player pipeline, yes, but that doesn’t mean a pipeline is the only reason to form an affiliation. 

The point is that minor league baseball has a support system from MLB, and yes it’s specifically due to the player pipeline, but that’s also not the only reason a league could create such a support system.
