I think that if I were Subaru, I would change this recall to a cylinder head exchange program, installing complete heads and returning the take-offs. The sealer beads are applied at the factory by a robot, and I’m pretty sure that the increase in part cost would be offset by the reduction in labor time.

The service manual explicitly warns that misplacement of the three-bond sealer will cause the engine to seize.  The images provided as a guide for placement and sizing of the sealer bead are extremely specific in both placement and diameter. Sounds like this is easy to fuck up.
