From the commercial, the graphics did not look any better than 360 graphics. Translation usually only added about 9 months to a release back in those days (the 'Engrish' times). They could have released it if they wanted, and just delayed the release of ff6 (which was delayed for translation anyway). The profit motive was there, they just did not feel it was worth while.
