Yeah, people cross state lines all the time for the specific reason of doing something that’s illegal in their home state.

GPS (the US’s GNSS) is only a transmitted signal; our phones receive it and cross-correlate a number of simultaneously-visible signals to achieve a lock. You could turn off GPS on your phone and still be tracked as the transmitter for tracking is in the mobile device.
