Sure, but if a person is going to the ER to have his face stitched up and his hand examined for fractures on a Friday or Saturday night, it may point to a violent disposition or a predisposition to make poor choices. I don't care much about cholesterol and heart disease has no bearing on firearm ownership.

MP5s have lost favor in the police community because an AR15 does everything an MP5 does but better (I won't get into the fact that LEO can logistically support AR15s better than MP5's) for the points I outlined above. An MP5 is still a pistol caliber weapon and suffers the same downsides.

Licensing.

The problem with your idea is that firearms in this country ARE used for self defense. Or in the case of the mall shooting a week or two ago, deterrence (Not a single shot was fired by the armed citizen and presenting the weapon was all that was needed)

Employing a handgun on an aggressive attacker is much more difficult than you think.
