Lol, Whis is an Angel and in Dragon Ball Angels are supposed to be beings above “Gods”.

I don’t see how Whis, an agent of the gods being able to magically induce birth is much more extraordinary than characters in Dragon Ball being able fly or shoot lasers out of their hands.

He just didn’t want to pull a Woshige and celebrate too early.
