Actually, just before I left Colorado in 2008, Highway Patrol was starting to ticket for impeding the flow of traffic. If you couldn't maintain 45 mph in the right lane, or weren't actively passing in the left lane, you got a ticket. Not sure how often it was happening, but anything is better than nothing.

One that didn't make the cut: MERGE AT SPEED. The most annoying thing on the highway is the backup caused at every on ramp because someone doesn't know how to get up to 55 mph and merge. They merge below the speed limit and are timid.
