They “seed” the tip jar. People won’t put money in an empty tip jar so they put in some money from the register and then put it back at the end of the day. That’s probably some of what you’re seeing.

There is no incentive for the employee to do anything other than the bare minimum. There is no over time, no raises, no bonuses, and no recognition even if you go above the bare minimum. There is only extra work. That’s why nearly everyone that can leaves food service.
