Sorry I only have firsthand experience with issues regarding traffic enforcement and towing, so I probably only get a fraction of the actual vehicle thefts. You'd need to check with a cop or a lawyer regarding how crimes hey classified.

I work in a position where I am able to get a direct idea of auto theft in San Francisco. It's very high and we'll have well over a dozen calls related to either searching for a vehicle or reporting a recovered vehicle each night.
