In some jurisdictions as much as 8% of rape reports are false, when we know the percentage of "false rapes" is at least a twentieth of that if not smaller. The problem is why so many actual rapes aren't being reported.

There is a related problem that we probably should be concerned with, which is why false rape allegations are so over represented among police rape reports. That needs to be corrected, and hopefully this new legislation will help by getting more rape survivors to make reports.
