He does. Although Janos Slynt, the commander of the City Watch (and dude who stabbed the infant in the brothel) seems firmly team Lannister.
The big laugh of the episode for me was when the camera panned to the horror and chaos at the end of the brunch line. I too have known this specific extent of man's inhumanity to man; a 2 hour wait for some gdamn locally grown magical organic pancakes.
