I think it’s because they have a visual connection to their past (a.k.a. our present) so they feel more real.

There are two separate issues:
1. The hair cutting as a punishment. — Weird but a very grey area as for appropriateness.
2. Making the punishment public. — Wrong and cruel no matter what the choice for #1.
