It seems like this is probably due to wanting the collector’s editions to work with any of their consoles, including the PS5 Digital Edition which can’t read Blu-Rays. Ideally they would offer a choice between a code and a disc, but short of that this is the easiest route for them to take.

From what I understand they are acquired using stolen credit cards, so the developers are forced to recoup the cost after it’s reported.

If you wanted I believe there are places online you can go to find or even build your own saves that you can then use with the PC version. Not sure if you could recreate either of your characters perfectly, but I bet you could get pretty close.
